Assistance for Environment Compliance – Haryana
Government Subsidy Scheme for MSMEs
Introduction
The Haryana Government, under its
Haryana Enterprises
& Employment Policy, 2020, has launched an impactful initiative—
Assistance
for Environment Compliance Scheme—to promote sustainable industrial
development and environmental responsibility among Micro, Small, and Medium
Enterprises (MSMEs). With the growing need to balance industrial growth and
ecological well-being, this scheme is a progressive step toward supporting
businesses in their efforts to achieve pollution control and meet environmental
standards.
At
Advice Consultant, we specialize in enabling MSMEs
to fully benefit from government subsidies and schemes. This guide will help
you understand the
Assistance for Environment Compliance Scheme, its
eligibility, benefits, application process, and documentation in detail.
Objective of the Scheme
The core objective of this scheme is to financially assist
MSMEs in Haryana in adopting environmentally friendly practices. The initiative
specifically supports the
installation of Effluent Treatment Plants (ETPs)
and
Air Pollution Control Devices (APCDs). It aims to:
-
Minimize
environmental degradation caused by industrial discharge
-
Facilitate
Zero Effect manufacturing as per national sustainability goals
-
Help
MSMEs comply with Haryana State Pollution Control Board (HSPCB)
regulations
-
Encourage
the adoption of
Zero Liquid Discharge (ZLD) technologies
Who Can Apply?
The scheme is open to
new MSME units set up in
Haryana that have started commercial operations
on or after January 1, 2021—the
date on which the HEEP-2020 came into effect.
Eligible Enterprises:
-
Must
be classified as
Micro, Small, or Medium Enterprises under the
MSMED Act, 2006
-

Financial Assistance Offered
Under this scheme, the government provides significant
monetary support:
-
50%
reimbursement of the capital cost incurred for setting up Effluent
Treatment Plants or installing Air Pollution Control Devices
-
The
maximum limit of assistance is
₹50.00 lakh per unit
This substantial aid helps MSMEs reduce the burden of
capital expenditure on environmental infrastructure and boosts their capacity
to adhere to statutory norms.
Example:
If a unit installs an ETP costing ₹40 lakh, the eligible
subsidy is ₹20 lakh. If the equipment costs ₹1 crore, the reimbursement will be
capped at ₹50 lakh.
Time Limit for Application
To avail the subsidy, timely application is critical.
Eligible enterprises must file their claims:
-
Within
3 months of installing pollution control equipment (certified by
HSPCB),
or
-
From
the date of notification of the scheme, whichever is later
Missing the timeline may result in the
forfeiture of the
subsidy. Therefore, ensure all documents are prepared and submitted on
time.
