Haryana Progressive MSME & Export Promotion Policy 2026

The Government of Haryana has announced the Haryana Progressive MSME & Export Promotion Policy 2026, aimed at transforming the industrial landscape of the state. Designed to foster manufacturing excellence, lower operational costs, and boost international competitiveness, this policy provides extensive financial subsidies and grants across every stage of business operations—from land purchase and infrastructure setup to technology adoption and global market entry.

OVERALL CAPPING OF INCENTIVES

The overall ceiling of incentives for the same project provided by the Government of Haryana under this policy is capped at 100% of Fixed Capital Investment (FCI).

 

CLASSIFICATION OF AREA

Prime/ Focus Areas

Any area which falls within the boundary of Industrial Investment Promotion Zones as notified by the Department of Industries and Commerce, Government of Haryana, from time to time

 

Sub-Prime Areas

a)            Any area earmarked as conforming Industrial Zone in any Development Plan of any City as notified by the Town & Country Planning Department or Urban Local Bodies Department, Government of Haryana.

b)            All vacant and unallotted# plots in any Industrial Model Township or in any Industrial Estate of HSIIDC.

c)             All vacant and unallotted* plots in any Private Industrial Park or in any Industrial Colony licensed by the Town & Country Planning Department, Government of Haryana.

d)            Any land/area granted an industrial colony license by the Town and Country Planning Department, Government of Haryana, after the notification of this policy.

e)             Any area which falls outside the Controlled Area limits notified by the Town & Country Planning Department, Government of Haryana, but not included in the Prime/Focus area.

 

Intermediate Areas

a)            All allotted plots in any Industrial Model Township or in any Industrial Estates of HSIIDC.

b)            All allotted plots in Private Industrial Parks or in Industrial Colonies licensed by the Town & Country Planning Department, Government of Haryana.

c)             Any area which falls between the municipal limits notified by Urban Local Bodies Department, Government of Haryana and the Controlled Area limits notified by Town & Country Planning Department, Govt. of Haryana, but not included in Prime/Focus Area or Sub-Prime Area.

 

Core Areas

a)            Any area which falls within the municipal limits notified by the Urban Local Bodies Department, Government of Haryana, but excluding all areas covered under Prime/Focus Area, Sub-Prime Area or Intermediate Area.

·          Plots within Industrial Model townships and Industrial Estates of HSIIDC for which no Regular Letter of Allotment (RLA) was ever been issued, as on the date of notification this policy, shall be considered as unallotted plots

·          All Plots within Private Industrial Parks or in Industrial Colonies licensed by the town & Country Planning Department for which no Allotment Letter/ Buyer-Developer Agreement üas ever been issued/executed as on the date of notification of this policy shall be considered as unallotted plots

·          Plots within Industrial Model townships and Industrial Estates of HSIIDC for which Regular Letter of Allotment (RLA) was already been issued as on the date of notification of this policy shall be considered as allotted plots

·          All Plots within Private Industrial Parks or in Industrial Colonies licensed by the town & Country Planning Department for which an Allotment Letter/ Buyer-Developer Agreement was already been issued/executed as on the date of notification of this policy shall be considered as allotted plots

·          Municipal limits and Controlled Area limits as on the   date of promulgation of the policy shall be considered.

   MSME Thrust Sector:

The following MSME sectors have been identified as priority areas and are categorised as thrust sectors under the policy.

1.            Auto & Auto Components, EV

2.            Aerospace & Defence

3.            General Engineering, Metal Products and Steel Fabrication

4.            Electrical, Electronics and Scientific Instruments

5.            Pharmaceuticals and Medical Devices

6.            Rubber & Plastic (including Toys and Sports)

7.            Footwear and Leather Products

8.            Renewable Energy, Circular Economy & Green Industry (Solar Cell/Panel Manufacturing, Agricultural waste to Fuel/Energy, Bio Energy)

9.            Textile and Apparel

Capital Investment Subsidy for Thrust Sector MSMEs & Exporters

New, expansion, and diversification manufacturing projects undertaken by MSMEs and exporters in Thrust Sectors are eligible for capital subsidies based on regional categorization:

Interest Subsidy Scheme for Micro and Small Units

·           Core Areas: 5% interest subsidy, up to a maximum of ₹20.00 Lakh per year.

·           Intermediate Areas: 6% interest subsidy, up to a maximum of ₹20.00 Lakh per year.

·           Sub-Prime & Prime/Focus Areas: 7% interest subsidy, up to a maximum of ₹25.00 Lakh per year.

 

Haryana Net SGST Reimbursement Subsidy (7-Year Benefit)

Net SGST reimbursement for intra-state sales is categorized based on the proportion of B2C sales within Haryana:

Insurance & Export Support Schemes

·           Haryana MSE Insurance Scheme: Financial assistance of 33% of the insurance premium up to a maximum of ₹5.00 Lakh per year on a reimbursement basis for 3 years for new and existing manufacturing Micro and Small units.

·           Export Credit Subvention: 3% interest subvention on pre-shipment and post-shipment export credit from scheduled commercial banks, up to ₹10.00 Lakh per unit per year for 3 years.

·           Mukhya Mantri Pratham Niryatak Protsahan Yojana: Financial assistance of 33% up to a maximum of ₹20.00 Lakh per year for first-time manufacturing MSME exporters for 3 years.

 

Haryana Cluster Plug & Play Scheme

·           Projects on 5 Acres: Grant-in-aid of 50% of total project cost, up to a maximum of ₹5.00 Crore for developing a minimum of 10 sheds/plug & play facilities.

·           Projects on 10+ Acres: Grant-in-aid of 40% of total project cost, up to a maximum of ₹10.00 Crore for developing a minimum of 20 sheds/plug & play facilities.

·           Projects between 5 to 10 Acres: Calculated as ₹5.00 Crore + ₹1.00 Crore per additional acre beyond 5 acres (proportionately).

 

Stamp Duty Refund Scheme

·           Core Areas: 30% refund of stamp duty paid on purchase/lease of land.

·           Intermediate Areas: 60% refund of stamp duty paid.

·           Sub-Prime Areas: 75% refund of stamp duty paid.

·           Prime / Focus Areas: 100% full refund of stamp duty paid.

 

Freight Subsidy for Exporters

For new MSE exporters having ZED certification, 1% of Free on Board (FOB) value or actual transport freight (excluding government fee/taxes) from place of manufacture to seaport/air cargo/border is reimbursed, capped annually at:

·           Core Areas: Up to ₹10.00 Lakh per unit per annum.

·           Intermediate & Sub-Prime Areas: Up to ₹15.00 Lakh per unit per annum.

·           Prime / Focus Areas: Up to ₹30.00 Lakh per unit per annum.

 

 Testing Equipment

·           Testing Equipment Subsidy: 50% subsidy up to ₹25.00 Lakh per year (maximum 2 times during policy period) for manufacturing MSEs purchasing testing equipment to achieve zero defects.

 

Quality Certifications Assistance

·           Standard Quality Certifications: Reimbursement of 50% of certification cost up to ₹10.00 Lakh/year for 3 years for ISO, HACCP, BIS, WHO-GMP, ZED, TS, Hallmark or equivalent standard certifications.

·           International Market Certifications: Reimbursement of 60% of country-specific international certification costs up to ₹20.00 Lakh/year for any 2 years during policy period.

E-Commerce Onboarding Support (5-Year Duration)

·           Domestic MSEs: 75% of total platform fees (registration, shipping, subscription) up to ₹1.00 Lakh/year for 5 years.

·           MSE Exporters: 75% of total platform fees up to ₹2.00 Lakh/year for 5 years.

 

Market Development Assistance (MDA) Scheme

Manufacturing MSEs receive 25% reimbursement up to ₹5.00 Lakh for international fairs and ₹3.00 Lakh for domestic fairs. Airfare and boarding expenses are additionally reimbursed up to ₹2.50 Lakh (2 persons) for international events and ₹1.50 Lakh for domestic events. Availment is permitted once per year, up to 3 times per policy period.

 

Support for Solar Rooftops

Capital investment subsidy for solar rooftop installation with net metering for new and existing manufacturing MSMEs:

·           Core & Intermediate Areas: 30% subsidy up to a maximum of ₹25.00 Lakh.

·           Sub-Prime & Prime/Focus Areas: 30% subsidy up to a maximum of ₹35.00 Lakh.

 

Assistance for Environment Compliance (ETP & ZLD)

·           Effluent Treatment Plant (ETP): 25% of total cost (civil works + machinery) up to ₹1.00 Crore in Sub-Prime & Prime/Focus Areas for new/existing MSMEs.

·           Zero Liquid Discharge (ZLD): 25% of total cost up to ₹5.00 Crore for all MSMEs (calculated on actual basis or ₹5.00 Crore per MLD, whichever is lower).
